Is it wise to sell strategic oil reserves at $90 a barrel and replace it later at $120? Is that like borrowing?

Strategic oil reserves are for emergencies. The political perils of Obama do not constitute an emergency. He released 2 days of US requirements. To what end? Nothing more than a symbolic gesture. The strategic oil reserve is not a political ATM machine.
