What can i do about my rough hands? they feel like tree bark?

my hands have alwaaaayysss been rough. they feel soo bad, like sand paper or like tree bark. im not even kidding, theyre so gross. ive tried everything, like petroleum jelly and hand creams, they dont work at all. ive never worked a day in my life, im 14, and theyve been rough since i was born.. when i put on lotion, it doesnt really make a difference, because ill have to reapply it like 3 min later.. im really tired of it, its ruining my life.. my feet are the same way =\
